The BS 31100 Code of practice for risk management is also out in draft form free to download and review.  This document has the same deadline as the BCM.

    When we have ISO 27004 why do we need an other standard on Risk Management. Best Practices would always evolve over a period of time.

    Risk Management should be an individual practice area, & not a standard or code of practice.
